Art Exhibit Policy
The Roseland Free Public Library offers gallery space in the community room for the exhibition of artwork, crafts, and collections of unique, interesting or historically significant items. All exhibits are free and open to the public.
The Library encourages exhibitions of painting, photography, crafts, etc., for civic, cultural, educational and recreational purposes. Exhibit space is made available on an equitable basis to individuals or groups with respect to artworks and items that best meet the standards for acceptance. Local and regional residents and organizations are invited to apply. However, in an effort to have a wide variety of works, we restrict artists from exhibiting his/her work two consecutive years in a row. Preference is given to applicants from the Borough of Roseland, New Jersey.
Library use of display areas takes precedence over any other use and the Library reserves the right, without notice, to cancel the use of the display area by exhibitors if the Director determines that the display space is needed for Library purposes.
The Library Director, as designee of the Library Board of Trustees, has authority for approving the use of exhibit space. Application for exhibit space is made to the Library Director or his/her designee. Acceptability of an exhibit is at the discretion of the Library Director whose decisions may be appealed to the Library Board of Trustees. In exercising such discretion, considerations will include artistic merit, degree of general public interest in the subject matter and medium/media of an exhibit, importance of the exhibit as a record or reflection of the times or of the community. An Application form must be completed and submitted to the Library Director or his/her designee, who will first determine if the exhibit space is available when the exhibitor wishes to exhibit. Exhibits are scheduled for up to a maximum of two (2) months, and the Library will endeavor to provide a space, dependent on the community room availability, for a small reception for the artist/exhibitor to host. The reception and cost of the same is the sole responsibility of the exhibitor. The exhibitor can provide non-alcoholic refreshments and food, but must agree to leave the community room clean when the reception event is completed. The exhibitor will install and label his/her exhibit, and all materials used for such exhibit must be removed by the exhibitor as determined by the Director or his/her designee.
Insurance: The Library is not responsible for the theft or damage to items on exhibit, nor does it provide insurance to protect them. Insurance is the sole responsibility of the exhibitor.
Arrangement: The Library reserves the right to determine how all exhibits are to be arranged. Displayed items must be removed by the exhibitor upon completion of the agreed upon display period at the exhibitor’s cost. Displayed items remaining beyond the agreed upon display period will be removed and placed in the Director’s Office, if space permits, and will be held for a maximum of 30 days. If the displayed items are not removed by the exhibitor during the 30-day period, the exhibitor expressly agrees and accepts that the Library may dispose of the displayed items as the Library deems appropriate at no cost to the Library. The exhibitor agrees that it will be responsible for any costs incurred by the Library in removing or disposing of displayed items after the 30-day period. Exhibiting items does not indicate endorsement by the Library of any aspect of the subject matter of the exhibit. The Library will refer all questions regarding an exhibit to the exhibitor. In rare situations, exhibits may be subject to rescheduling. The Library will notify the exhibitor as soon as possible if an exhibit date needs to be changed.
Publicity: Any publicity, signage or written material provided by the exhibitor to accompany an exhibit must be approved in advance by the Library Director, at the Director’s discretion, and will then be displayed with the exhibit.
Sales: The exhibitor is responsible for conducting the sale of any work directly with the purchaser, not through the Library staff. Works sold must remain on exhibit throughout the designated period. A price list may be made available next to the exhibit but prices may not be affixed to the work.

Roseland Free Public Library Board of Trustees
Collection Development Policy
Purpose
The purpose of this policy is to guide the Library Director and staff in the selection, maintenance, and withdrawal of library materials, and to inform the public of the principles upon which selection decisions are made. Because both the collection and the community are constantly changing, this policy is reviewed every five (5) years. Factors such as budget limitations, population changes, technological developments, availability of materials from other institutions, and community needs are considered in this process.
The goal of the Roseland Free Public Library is to provide a well-balanced, diverse collection for all age groups that supports education, information, and recreation. This goal is supported by the Library’s membership in the Bergen County Cooperative Library System (BCCLS), which provides access to member library collections through reciprocal borrowing and lending. Additional materials may be obtained through JerseyCat, New Jersey’s statewide interlibrary loan system.
Books and Non-Book Materials
While this policy primarily refers to books, the same criteria apply to all materials in the Library’s collection, including pamphlets, periodicals, recordings, audiovisual materials, and other formats. Selection criteria apply equally to purchased and donated materials.
Authority
Final authority for collection development policy rests with the Library’s Board of Trustees. Responsibility for selecting materials and managing expenditures under this policy rests with the Library Director.
The Library is guided by the American Library Association’s Library Bill of Rights, Code of Ethics, and the principles of intellectual freedom. Librarians are directed to uphold intellectual freedom and resist efforts to censor library resources.
Criteria for Selection
Materials are selected using professional judgment and based on the following criteria:
- Literary quality
- Timeliness or lasting value
- Educational, informational, or recreational value
- Accuracy and authority of content
- Author’s reputation and significance
- Relationship to existing collection
- Community needs and patron demand
- Publisher reputation
- Format and usability
- Cost
- Professional reviews and recognized selection sources, including Library Journal, Booklist, School Library Journal, Horn Book, and American Library Association publications
Subject Matter
The Library strives to provide materials on a wide range of subjects reflecting diverse interests. Materials are not excluded solely because they may be controversial, offensive to some, or unsuitable for all age groups. Responsibility for a child’s reading rests with the parent or guardian, not the Library.
Textbooks are generally not purchased unless they fulfill a special collection need or represent the best available work on a subject.
Requested Purchases
Patron requests for specific titles are considered. If a requested item meets the criteria outlined in this policy, the Library will attempt to purchase it and notify the patron. If purchase is not possible, the Library will attempt to obtain the item through interlibrary loan.
Children’s Materials
Standards applied to adult materials also apply to children’s materials, with additional attention given to age appropriateness. Selection is guided by age recommendations, professional reviews, and educational sources.
Objections to Selection Decisions
The Library recognizes that individuals may object to certain materials. While individuals may choose what they do or do not read, they may not restrict the access of others. Materials selected in accordance with this policy will not be removed based solely on informal objections.
The Library affirms the principles of the American Library Association’s Library Bill of Rights, Freedom to Read, and Freedom to View statements.
Requests for Reconsideration of Library Materials
- Only individual Roseland Library cardholders with valid cards may request reconsideration of materials.
- Organizations or groups may not submit requests on behalf of members.
- Requests must be submitted in writing using the Library’s official reconsideration form.
- The Library Director (or designee) will review requests using this policy and professional reviews and respond in writing within thirty (30) days.
- The decision may be appealed in writing to the Library Board of Trustees within thirty (30) days.
- The Board will review the appeal in an open meeting and issue a final decision.
- Materials under review will not be removed or restricted during the reconsideration process.
- Additional challenges to the same material will not be accepted for thirty-six (36) months following a Board decision.
Material Maintenance and Weeding
Weeding is an essential part of maintaining a useful and reliable collection.
Materials may be withdrawn based on:
- Physical condition
- Obsolete or inaccurate content
- Lack of use or demand
The Library follows the CREW: A Weeding Manual for Modern Libraries guidelines.
Withdrawn materials may be:
- Offered to the Friends of the Library
- Made available to the public
- Donated to schools or educators
- Distributed through Little Free Libraries or similar programs
- Recycled or discarded if unusable
Intellectual Freedom Statements
The Library adopts and supports the following American Library Association statements in full:
- Library Bill of Rights
- Freedom to View Statement
- Freedom to Read Statement
